Winnipeg Lane Closures
The project
The City of Winnipeg’s Lane Closure System facilitates seamless communication and coordination among authorized construction agencies conducting roadwork and all branches and divisions of the City of Winnipeg, including Transit, Parking, Water and Sewer, Fire, and Police services. This innovative platform enables these registered agencies to efficiently submit requests for necessary street and sidewalk closures within the public right-of-way. With a focus on enhancing urban mobility, the system aims to significantly reduce traffic disruptions and congestion caused by construction activities and road closures. By doing so, it seeks to alleviate the time and financial impact on daily commuters.
Prior to the introduction of this system, the City’s process for managing lane closure requests, approvals, and updates was both time-consuming and cumbersome. Communication was primarily conducted through phone calls and emails, with the organization of data reliant on multiple Excel files. This method posed numerous challenges, including the potential for miscommunication and data management inefficiencies.
The challenge
Implementing the lane closure system presented a multifaceted set of challenges, primarily centered around the need for intricate collaboration and data integration across a broad spectrum of participants in the road management and construction sectors.
One of the foremost hurdles was ensuring the seamless and timely input of lane closure data by a diverse group of stakeholders, necessitating robust mechanisms for communication and collaboration.
The project demanded the establishment of a highly reliable and accurate system for real-time data reporting to prevent the dissemination of incorrect information, which could exacerbate traffic problems rather than alleviate them. Additionally, the platform required a design that could swiftly adapt to unexpected or emergency situations, such as sinkholes and water main breaks, ensuring that users receive timely updates to navigate around such incidents safely.

Pattern developed a comprehensive solution consisting of multiple critical modules, each tailored to streamline the processes of requesting, approving, reporting, and managing lane closures efficiently. The solution features an API for publishing lane closure information to a Public Website, enhancing visibility and accessibility. It includes a robust User Registration and Management system, ensuring secure and efficient user onboarding and administration.
Lane Closure Management is made highly accessible through a web application and dedicated mobile applications for both iOS and Android devices, catering to the needs of users on the go. A key focus on understanding the target audience underpinned the development of the user experience, ensuring the solution’s design encourages widespread adoption with minimal need for extensive training. This user-centric approach guarantees that the system is intuitive and meets the varied requirements of its users, facilitating seamless interaction with the platform for all lane closure-related activities.
